Yes Realtors can be mortgage brokers too. However I would advise against using the the same person for both transactions.

Legally, I have no clue. I will say if the try to do both, they aren’t doing the best possible job of either. I personally would not deal with this person.

Not sure of PA specifically, but many states allow it as long as it is fully disclosed and the borrower/buyer is aware of it.
It can be very beneficial as long as the Agent/Officer has your best interest at heart.
I am a licensed R/E Agent and Mortgage Advisor and routinely handle both aspects of the transaction for my clients to efficient and cost-effective results.
